Voyager American Defense Complex
Planning for precision and growth at PuebloPlex
Designed in collaboration with Estes Energetics, now Voyager Technologies, this defense complex will support specialized propulsion technologies and manufacturing critical to national defense applications. Voyager approached Treanor, with the need several ground-up chemical production facilities that could support their highly specialized solid-propellant manufacturing today, while anticipating the next phase of their business and the industry at large. Located on a 40-acre greenfield site at PuebloPlex, the project builds on Treanor’s ongoing work within this evolving campus, including the Heavy Duty Maintenance Facility and the Operations and Training Center.
This was a complex project from the start, with strict technical requirements and a need for long-term flexibility. The vision extends well beyond initial occupancy, calling for a multi-phased site that could expand seamlessly as production capacity increases. Future buildings, storage, and circulation were planned from day one to support growth without sacrificing operational clarity.

A flexible, efficient production environment
The Production Facility Complex, which broke ground January 2026, includes four pre-engineered metal buildings housing chemical production processes and is supported by modular office, laboratory, and restroom buildings, along with outdoor container storage areas. Site planning prioritized safe circulation, clear adjacencies, and efficient workflows while keeping in mind future expansion.
By right-sizing program spaces and selecting adaptable building systems, the design supports efficient operations without overbuilding. The result balances innovation with technical requirements, advancing Voyager’s work while meeting regulatory and safety demands.
Impact beyond the site
The facility provides Voyager Technologies with a flexible foundation for growth, supports building users with clear and functional spaces, and reinforces PuebloPlex as a destination for complex project delivery and chemical production, strengthening the region’s economic future.
The complex is expected to bring around 120 jobs to the Pueblo and El Paso County communities and support critical Department of Defense initiatives.
