Providing services in a unique location

The City of Socorro has a vision of rehabilitating its Rio Vista Community Center to expand community services in a unique location that tells the story of the often-undiscussed history of the indigent, orphan, and migrant labor populations.


Treanor assessed 17 buildings of the Rio Vista Farm Historic District, constructed 1915-1945, and developed a preservation plan that respects the complex’s history while modernizing the facilities. Our historic preservation architects created a master plan that identified each building’s best use and a phasing plan to use as funding is available. Initial phases include the stabilization of the structures, upgrading the envelopes of at-risk and dangerously deteriorated buildings, upgrading site utility infrastructure. The subsequent phases will rehabilitate building interiors.

Our project team is designing each rehabilitation as funding is acquired. Once complete, the community center will provide the City with a new library, outdoor event space, and a renovated senior center. The project will prepare buildings for use as City offices, medical clinic, fitness/dance studio, classrooms, museum/art gallery, and cafe. The site will be upgraded with new utilities, roads, and sidewalks. The existing open-air ramada will be prepared for use as an event space. Where two buildings were previously demolished, the outdoor space will be used to create an open-air pavilion, demonstration and community gardens, and Bracero arts plaza.

Included on the 2015 Texas’s Most Endangered Places list by Preservation Texas and identified as a 2019 National Treasure by the National Trust of Historic for Historic Preservation, the historic district will have a new life after this project is complete.
